The locking device is attached to hinge PST No. 1 and the base flange using bolts. When the handle is turned, the latch tongue disengages from the slot on the stop, allowing pipe No. 1 to move freely. When the riser rotates back under the load, the handle returns to its original position, and the latch tongue engages with the stop.
